i'm just wondering, is this facism?

Time magazine just published an article about how the Bush Administration just kicked companies off of the Inter-American Telecommunication Commission for supporting the Kerry campaign in 2004. Call me nutty, but that sounds a lot like fascism (see #9 and #13).
